Guys,

just wanting to know how kernels work...and what is meant by an undervolted kernel.

does it mean if a kernel is undervolted by X amount..that it will use lower voltages as stock voltages...example..

with underworld sbc, my phone seems to be running better at 768max than it was at 998 max...why is this?

There is a kernels for dummies thread that explains everything your asking. Hopefully someone else can getyou a link for it.

As far as the phone running better at 768... could just be that the kernel has settled in now

Every clock speed has an assigned voltage amount. So if you're running at 245 MHz, the kernel will supply X amount of juice. And it will supply more juice for the higher clock speeds. Undervolting simply decreases the amount of juice that is being supplied at a given clock speed. Too much undervolting can lead to lag and/or stability issues depending on your Evo. Mine seems to be kind of sensitive and I can't run the Aggressive undervolt kernels. But they're all different so you never know how your phone is going to react until you try it.
