Freedom kernels allow you to get more aggressive w/ how much your kernel is undervolted. So if you're on Freedoms' "Stock" kernel, flash his "Less" kernel. If you're on his "More" kernel, flash his "Aggressive" kernel. Each one is undervolted more than the next.

If your Evo doesn't "wake-up" right away or it gets laggy or unstable, there's a good chance you've chosen a kernel that's undervolted too much for your Evo.

On AOSP roms you can tweak this sort of thing with vipermod or a couple of different apps. I have mainly used vipermod. It will only work with a HAVS kernel (tiamat, savagedzen) but basically you can manually tell your phone to undervolt under the base of where the kernel already is.
