Hi,
My new android phone has an app installed called "Smartchip Applications." When opened the blank screen shows "CCI ILD." Tape those words and "Access Number" shows. Tap that and "please enter PIN2" is displayed. Don't want to go beyond that because I don't know what this app is.
Anyone know about this app?
Phone is unlocked but not rooted. Huawei Ascend Y300 on AT&T.

From what I have been reading it looks like it might have something to do with the Sim. I can't find a definite answer tho. There are apps for smart chip for Bluetooth but I would check out xda developers they have a list on there page on what apps are what and what's safe to disable.

Nothing I downloaded. Was on the phone.

On that video on my post above it's about replacing an AT&T Smart Chip (SIM Card) on the AT&T web site.
So this app seems to be an AT&T app for doing this on the phone directly :)
Or the app might start first time automatically if you use another or a new SIM card on your phone. Just guessing :)

Another thought :) ... because you mentioned PIN2.

I use two T-Mobile SIMs.
For the one, the PIN2 is necessary for to request additional carrier services (using these #* characters).
For the other card, a pre-paid T-Mobile SIM, the PIN2 could be used to refill the card account.

Your "Smartchip Application" might provide a similar service ... maybe not necessary using these #* characters ;)
You may ask your carrier.
