Every processor can handle overclocking, that's why people overclock. However, every chip is not the same, not even ones that are of the same family. This is the reason why some people can run at 787mHz OC with no issues, and others can only run 729mHz. It comes down to quality control, remember, these processor only had to perform at 600mHz.
Getting a processor to almost double it's speed and maintain stability would require more voltage. More electricity moving though a chip creates more heat, and heat damages electronics. This is why in computers that are overclocked, you see people going to great lengths to reduce heat. Sadly, a phone is an enclosed device, therefore ways to reduce heat are difficult to come by.
Like I said, 1gHz may be possible, though it may be very unreasonable when it comes to longevity and heat.
