You asked why hasn't Google implemented these tweaks. I was giving an example of another problem android has that Google hasn't fixed yet. You ever press the home button to get a blank home and all your icons and widgets get redrawn right before your eyes?
 
if you read the flashing instructions your question will be answered. if you already have init.d support you can flash the battery booster zip...but if your ROM doesnt support init.d then you can flash the alternate battery booster zip and it will set everything up for you to have init.d support along with the battery booster files :)

Some launchers like Apex, have a setting to keep the launcher memory resident. Apex settings... advanced settings... "keep in memory". :D
 
Since you have plenty of memory, you want it to be memory resident so it doesn't reload every time you exit an app. :D

Don't have Nova here so you'll just have to check the settings (advanced maybe?) to see if you can find something similar.
