[Verizon] SDK Manager failed to install

Im trying my best to install 4.04 on my Galaxy Nexus because Verizon is taking their sweet time with the update. It says I have to install SDK manager to do this. I have it opened and am trying to download the sdk tools and the google usb drivers but it gives me an error message stating that

The following processes
cmd.exe
java.exe
are locking the following directory
C:/android-sdk-windows/tools
Please close these applications so the installation can continue

I use ctl + alt + del and end the process but it closes the installer

any ideas?
 
Did you download the sdk zip file from their website and extract to the C drive or are you using the windows installer? I've had several issues when using the installer. I quit using that method altogether.
 
Looks like a slight PIA but there is a solution here:

I think I'd be apt to try the last mentioned solution near the bottom. You could also scrap it and install a version of the mini-sdk, must be one floating around here somewhere. Sounds like all you probably need are adb and fastboot anyway which is what it provides.

Or use the aforementioned toolkit.
 
thanks for the suggestions. i really just want a simple way to root. i seem to be running into a lot id complications trying to root this phone. ill try the tool kit out.
