Virgin Mobile Signal Strength

I have a dual SIM MotoG with a Virgin Mobile Sim (Sim1) and BT Sim (Sim2).

Whenever signal strength is not optimum (e.g. inside a building, travelling on a train, etc.), the BT signal is invariably stronger than VM's. For example, a recent signal strength reading from my phone:

BT -89 dBm 12 asu

Virgin -101 dBm 7 asu

Does anyone know why this is - when both are virtual networks using the EE infrastructure?
