During two of the last three outages, the VM website has been inaccessible during all or part of the outage. If, for example, the authentication servers go down, then your phone won't be able to register to the network (thus no service), you won't be able to log onto the web site and customer service agents won't be able to access accounts (because they have to pass authentication as well to add/change/restart service on your account).
The VM minutes checker app also won't work in this example because it needs to authenticate as you to get access to your account info.
