Help VPN and BIOS

Hiy guys i have 2 questions.First one is that i ve got USB internet connection with Sim Card in but dont know how to configure with my Galaxy S2.All i know is to make my configuration settings thats it.Second is i ve downloaded PSP app but it wants me to specify BIOS file in settings.Dont even understan the meaning of it.
