When I go to hotels around the airport in major cities I typically pick up 4G. But I don't use it because the hotels have WiFi. You typically won't get 4G indoors unless you are near a window.
I've noticed the same thing. I live in Japan where the wimax (4G) network is pretty widespread... At least in city areas. But often, out where i live (near the beach) 3G seems to be running faster. I do get reception indoors though. Tower distance definitely make a difference. My advice is run on the 3G where you think the 4G ain't cutting it. You can still mobile hotspot on 3G.
