What app icon is this?

hard to say. it could be anything. a heart icon usually means some kind of health app.
we get this almost everyday and majority never get answered. you see there are millions upon millions of apps each with their own notification icon. unless it is something popular like facebook or youtube......thats way to many to be able to recognize just from an image of a its icon notification.
you can find out by going into the phone's notifications, but something tells me this is not your phone. you could simply ask the person who the phone belongs to what it is.

That's whatchamacallit. Very popular in the Netherlands
It's really hard to tell because the screenshot quality is pretty low res.
But from what I can make out, it looks kind of like the Pampers heart.
