So why do I have this under settings?

What is it for?

How do I use it?

I am unable to select it due to it being grayed out.

I would assume it has something to do with someone who is perhaps visually or hearing impaired, or perhaps my grandpa, he is old.

You are absolutely correct. Must need a device aid to have options under that menu.
