ok so the answer to your question is no, the wheatley governor does not have screen off profile.
this governor from what i understand (which is not much) is that it is sort of a more efficient on demand governor where the governor can adjust the best power savings mechanism and can scale down the frequency accordingly.

well every phone is different, so what works for me may not work well for you. my phone likes smartass v2 or interactive x for governors. and they both have a screen off profile. also i have found that each governor reacts differently on different kernels. so you will need to take some time and play around and see what is the best combo for you.
