Why does Gingerbread 2.3 look the same?

Why does Gingerbread 2.3 look the same as 2.2?? It just has some minor enhancements. Meanwhile on the motorola Atrix Gingerbread 2.3 is going to look waaaay different from 2.2 Froyo.

I'm sure Samsung will just be happy to have plain old GB with the current TW on the original Galaxy phones and then wash their hands of them as they focus on the GS2's.

I think the major difference between the two would be the changes in Motoblur in the different releases. The "look" comes down to the launcher more than anything else... I'm sure once TW 4.0 comes out, you will see some differences.

I did find a thread on XDA for TW 4.0, but it is only for EE03/EC05.

im confused myself there is only minor enhancements? how about hardware acceleration? improved dalvik and runtime. a new copy and paste api? the power adjustments (look in about phone battery use). download management cross system. a new way of handling application lists. a few end user graphical changes in teh status bar. oh and a whole new systemui.apk that so far has blown away anything 2.2 themes can do
