Root Why doesn't governor stick in init.rc?

Like the title says, why is it the governor set in init.rc doesn't stick? Both stock, and stock++ have ondemand set, but load conservative. How can I get the init.rc values to stick? I'm not looking for a program, I want to edit the init.rc and make it work that way for a ROM I'm cooking.
Thanks for any help.

Extract boot.img. Edit the values. inless your saying you did that and it didnt work?

Stock, stock++, and I think cm 7.2 all do this. If you look at the governor in the init.rc on all 3, it's ondemand, but they all boot as conservative

thank you, this is the answer i was looking for. but isnt the point of having it in the init.rc so that the kernel loads, then the values from init.rc override? kinda like using the build.prop to change values that are set in init.rc or kernel? i thought the values changed in the order that it was all loaded?
