Why don't we have 4.0.3 yet?

Not really, as the Xoom was a Google experience device as the Nexus is and the Xoom has been here almost a year as the Nexus S which started to get 4.0.3 weeks ago before problems.
 
Who is holding it back? Google, Verizon or Samsung?

A couple of things here. Mainly Google to answer your question. Also chances are we may be getting something besides 4.0.3...like probably 4.0.4 or 4.1.0


It seems odd that it is rolling out to the Xoom before the Nexus.

your comparing apples to oranges. The Wifi only Xoom is getting it. A device that has probably had a lot more time for developing 4.0.3 for it versus a device that is a phone and has tons of more issues/bugs to work through during the upgrade process.
 
Stevehy hit on this a little bit. Here is the process in which updates to most software in general works

they roll out 4.0.3 to select devices. Mainly devices that have been out for enough time that they had adequate development time on. Then they run into issues..hence the pull back of it on the Nexus S. Because of these issues they now look past the original 4.0.3 update for the G Nex to possibly fix some bugs that were realized in the Nexus S update.
