Help WIFI Keeps turning on

How do I stop WIFI from turning on?
I have unchecked "Always allow scanning"and "Smart Network switch"
I have turned off "Sprint Connections Optimizer"
On Samsung S3 running Android ver 4.4.2
 
Unless I'm missing something here Jack, just put it in airplane mode till you want to use the WiFi.
 
Then he won't get calls or texts Gun mate :D
I know I know no one uses smart phones as phones nowadays but that's taking it to extremes lol.
Jack how do you know wifi is turning on?

Because I manually turn off WIFI and every time I wake up the phone, WIFI is back on again.
I can see that WIFI is on because the WIFI icon is on
 
Ahhhhhhhhh so that's what the "phone" in smart phone is for!! Geez, I thought they were just for playing Candy Crash and Skyping with the folks back home! Lmao!:p:p:p
