but i talked to my service provider they said the update is pushed from google they have nothing to do with it. as long as i have internet i will have the updatePretty sure your phone needs to be connected to the carrier in order for your carrier to push out the OTA update to you.
Unless you have the Google Edition S4, then you do not need the sim because the OTA push will come directly from Google over WiFi.

so samsung releases the update, but i will only be notified thru my carrier with the sim card. otherwise i can only manually check for update?They probably misunderstood. Google does not push out direct consumer updates for carrier branded phones. Your phone carrier pushes those to your device.
no i'm not talking about notification from kiesWith Kies, I'm not sure. I do not know if Kies offers the ability to notify you on your phone, or if it does so on your PC somehow or if having a sim card makes a difference when you have kies. Hopefully someone with more knowledge about kies can answer that.

but samsung has sent out the update tho and my phone is samsung phoneIf it's a carrier-pushed update (your phone is branded by the carrier) the update won't be downloaded if the SIM card is out of the phone, because the phone won't be connected to anything sending out the update (which is the carrier's data signal - carriers don't send out updates by wifi.)

ok that's what i thought. but when i called my carrier, they said they have nothing to do with the update. they told me to call samsung why my phone is not updating without sim card. she even asked her supervisor if sim card is required to update he said noIf you are in the US...Samsung pushes the update to the carriers, and the carriers do what they want to it and then push it out from there.
If you have an international phone you get updates from Samsung directly

Carrier branded firmware will take longer as it has to have the carrier branding and, "bloatware", added by the carrier and then returned to Samsung for release. So, contact your carrier directly for release dates.

Check both OTA, (Over the Air), and with Kies for update.
they said i don't need sim card to update cause it's from samsung. i can manually ota update, just not getting the notification telling me to installFido Mobile, as you know, have also released 4.3. However, as noticed with the European releases, a lot of these have been via Kies and not OTA initially. Therefore, there was no push notification on Kies updates as this relies on connecting to Kies. Hence the advice in post #26, mentioned previously...
If Samsung are also offering the Fido update OTA, this can take time to push out notifications to handsets considering the volume of releases for the whole of Europe and Canada in the last 48 hours.

i can manually update from kies AND from the phone by going to settings-about phone-software updateI know that you can manually update via Kies. However, your question was about not receiving an update notification...
So, did you ask your carrier or not? Did you also ask if the update was also available OTA... as they are in the best position to answer both your questions.
