Is this compatible with my Optimus V?

Yep. The OV supports up to a 32gb sdcard so the 16gb Sandisk is fine. Class is the transfer rating and sdcards come in 2,4,6,8 and 10. The higher the class the faster data can be written to the phone. Class 4 is the minimum you wanna go and should be just fine for normal everyday use.

The SanDisk 16GB class 4 is in my opinion the best for read speeds.
