When is exactly did the bootloader become unlocked?

the bootloader is not unlocked and it probably wont ever be.

its not unlocked, if recovery.img or boot.img isnt stock or been loki'd, they wont boot.
Loki doesnt unlock the bootloader, it patches recovery and/or boot and allows the check the bootloader does to be bypassed and allowing us to do our thing.
The link I provided was to Dan's post about what loki is and does, not a current listing of what devices it supports. For that you would need to check his github repo.
And as johnny said, it will prolly never being truely unlocked.
