While I was charging my phone 2day I noticed that it charged backwards, it went from 97% to 96% while it was on the charger, so....WTF?

When the battery nears getting fully charged the charging process slows down considerably and it is possible to use the battery quicker than it's charging at that state. No big deal. You are also talking about one percentage point, the app you are using to manage battery percentages could of been having a glitch.
If it does the same thing when it's around 20% then you might have a problem, although using navigation always has the possibility of using more "juice" than what is being put in.

I fixed it but now I left it on the charger for about 2 hours and its stuck on the same percent.

might have a faulty charger or battery, does it charge okay through usb?

I haven't tried USB yet but now its saying that its power plug is USB when its connected to the AC -__-

Any slim chance you're rooted? Only asking b/c if so you can wipe battery stats. I realize this wasn't posted in the root forum but just checking anyway.
Almost sounds like something was using the battery really heavily at the time or your battery stats got inexplainably dorked up such that 100% is being interpreted as 97%. Not particularly odd to see a 1% reduction once charging is complete and the phone is in use even when still attached to a charger.

that might mean it's not getting enough power from the charger, i'd try another charger if you have one.
