Everybody seems pretty happy to blame Verizon, but as companies, Google and Samsung try to act in their best interest as well. It's possible that Verizon is not entirely to blame here.
Google wants to get people to use their services so they can collect as much data as possible and then sell it to advertisers.. . . .

Could the problem be from the Galaxy Nexus being announced the same time as the Droid RAZR on October 18th.
Verizon can be upset that the Samsung's marketing will interfere with Verizon's campaign. It doesn't make sense from a business perspective to release two flag ship devices at the same time at different events. The coverage of the Nexus Galaxy can drown out the coverage of the RAZR.
Meh, all the carriers suck in one way or another. I just wish there was one I could feel good about switching to that had a nice selection of phones. Is that too much to ask?
As much as I love the idea of Nexus on Verizon, I couldn't bring myself to pay full price for it. No way.

I think this is most likely the explanation for VZW anxiety.
Although I do have another theory I would like to put up for scrutiny: what if Verizon's exclusivity for the Ganexy(yeah, that's what I'm going with) was vague or unclear, and the GSM version is coming out without violating the exclusivity agreement?
Hmm. Interesting theory. I suppose that the contract for Verizon's GalNexosaurus could have had an exclusivity for CDMA-versions only. But that would mean that Verizon is employing some pretty stupid lawyers.
I happen to be a prosecuting attorney and have seen a large number of total idiots walking around with law degree, but that would take the cake.

IMO, vzw will never give up their control. Doing so would make them irrelevant...as someone said earlier, just a dumb pipe. They will continue to pressure manufacturers to let them Verizon-ize their phones under the guise of "value-add" so they can keep a foothold in the market. They have to make everyone think that vzw can do it better than anyone else with their valuable services so that manufacturers don't just throw out devices to everyone. It's about market differentiation. I'd do the same thing in their position. I don't like it, but it makes business sense.
