I was thinking about the monumental task of actually launching the phone. All of the division and people that have to coordinate everything (communications, marketing, CSR, shipping, telesales, tech support, retail, resellers, Google, Samsung, etc...). It would be like the huge amount of effort/energy to get a locomotive rolling. And then they stopped it once it was rolling. And the huge amount of energy/effort that it took to stop the release. Whatever their reason for starting the release or stopping it... it cost them a ton in money, resources, and PR. It had to be a really important reason or it would not have been worth the effort.
