Is that settings widget something you got in a ROM or from the market?

It's the "settings widget" from Open Home, available in the market. Saw it on a few screen captures and had to figure out where it was coming from. I like it so much more than individual icons.

It's part of the "Open Home" app in the Market. You can't get the settings widget by itself, unfortunately.

Your question about stock apps is address in the tutorial. Look at the FAQ section, #18.

There is also a tutorial for creating custom lockscreens in the All things root (Sprint Hero) section
