Root why Titanium Backup?

this may sound stupid or ignorant on my part..if a nandroid will restore my phone to the exact state it was before the nandroid was taken, whey do I need to use TB? seems like double work. or will a nandroid not keep app data, wallpaper, sms, etc.

Nandroid saves your phone exactly how it is in that instant. It saves, your ROM, kernel, all apps, data, ect. If you do a nandroid restore, you will go back to your previous setup.

TB will save your apps and DATA and allow them to be transferred from ROM to ROM without losing say your game progress or other important info. TB is best for user apps, and you dont want to restore system apps (phone.apk, people, ect) from ROM to ROM because many times they are set up differently
 
Nandroid keeps the whole enchilada. There are several advantages to having BOTH options on the table though.

You have to make the decision to Nandroid backup whereas TiBu has an autoscheduler. So you don't end up with as much potential for newly added apps/data landing in a gap that was uncovered by a nand backup.

TiBu is more "mobile" if I can use that term. You can switch roms entirely and still get your apps and data back so it allows more ala carte sort of restore options. You may not want to restore system data because what if your new rom uses a different framework than your previous rom? You're asking for FC's and general headaches so you can restore just apps and their data with TiBu and have a clean transition.

Both have their advantages but I like the idea of having both at the ready. Nandroid for the SHTF moments and TiBu for transition between roms. Plus if you do have a bad event such as a bootloop or similar, and if you've been running the current rom for a long time, you can use your most recent nandroid, then double up with TiBu to bring all your apps/data back since that nandroid was made. Then you lose nothing.
 
Titanium can't save you if you're hung on the splash screen...

Very True but if your hung on the splash screen neither will a nandroid. Kinda of hard to use any of them if you cant get to them. Its why the Boot Loop of Death is called exactly that.

Mizzou has a great point though If you cant get in the ROM Titanium will do you no good. That is where Nand is king.

To answer the op's question though is really
Because Titanium is the Best for Backup
Nands are the Best to Go Back.
They work hand in hand like Peanut butter and jelly You don't have to have both but when you do its just better :p
Or RUM and COKE
