am i supposed to flash gapps before or after tthe first boot? cuz heres wat happened ... started up the phone, went through the set up process along with google setup and then went to camera and it worked for a few seconds tried to enable flash and straight to boot animation then stuck at android is starting / starting apps

nevermind i got it i pulled the battery out and restarted the phone and it works but still camcorder no record XC

I SWITCHED BACK TO CM 12.1
TO TRY AND PULL THE STUFF I HAD FIXED TO MAKE CAMERA AND CAMCORDER WORK ... sorry for capps didnt realize

Yeah I know, but the I am thinking the camcorder may be because of some missing commits in kernel and some missing init scripts. When I am done adding everything today I plan to try and build cm 13 and make another build of XenonHD 5.1.1 to see if the additions I made fixed it.

it works on the 05 build i changed the name of file and it wirked video to just had to save to external only

You need to use linux. You can set up a VM and do it if you want ou set up linux running from a external hard drive like I have on my Chromebook.
