Performance issues can have nothing to do with the CPU or GPU. Its a beautifully vague term. Could be just issues with a screen that large. Without hearing a proper explanation, its hard to know what's really going on.as far as i am aware, there is zero way to get a Nexus 10 to get transparent nav bars unless you root. and to me that's a lousy workaround when Google can easily enable it themselves. the Nexus 7 has it, the Samsung devices have had it since 4.1.2 but Google as usual makes a stupid excuse 'performance issues'. i mean really? expect us to believe that? especially given the Nexus 10 is their most powerful tablet, which makes the inclusion in the Nexus 7, a lesser device odd since i would expect performance issues on it before the 10.
I am curious about it though...Have you tried contacting them? Either through the normal PR/Customer service routes or by asking a Googler on G+?
I'd be really interested in seeing what they say.
From their history on explanations - google generally has a good reason for doing the things they do. I may not always agree with why - but the explanation helps understand
