You need to use CD burning software that allows you to "burn image to disc" or Burn iso to disk".
Its a bootable cd so it doesnt matter what Operating system you have.
It is best coming from a wipe in this case, yes.
Without being offensive, why do you always advise people to burn to a disk. I don't know many that keep spares lying around anymore, especially young people.
Why not just burn it to a usb drive? so much easier.
Download the website and find the iso.
Plug in your pen drive.
Download and run this.
UNetbootin - Homepage and Downloads
run the .exe, locate the iso, and select burn to disk drive (E
or wherever it is. Done.
Now you just boot from the usb when you turn on the computer.
I just think a USB is so much easier.
