Well, the funky setting seems to be the scan at execution one for programs. Disabling it dropped the cpu down to 245 mhz.
It seems odd that this would cause the problem which has me thinking it might be some other program behaving badly that keeps Avast going full speed as it keeps scanning it starting over and over. More tinkering sounds like it is needed.
