I was curious about this as well. I watched a youtube video and it didn't look wet...just sticky but I've never applied a shield before so I have no idea what the Steinheil application process is actually called.
No, Steinheil's are the plastic, static cling variety of screen protector. Which unfortunately are also more prone to scratching. Protectors like Zagg, Phantom Skinz, etc are the rubbery, wet application variety. They are almost impossible to scratch.
So in short, no water is need to install a Steinheil.
