I was not able to put out a somewhat decent CM9 for the Prevail until I was able to fix the kernel source

I think they are aware of it... At least a couple brave souls have tried making sense of the kernel code, which hasn't been quite successful yet. It's been suggested ZTE hasn't released everything, but don't take my word on their word about it.
