You have to make sure the picture isn't to big, and is the format of the picture is compatible. Try reformatting phone(factory reset).
Had the same issue on rooted stock. Once I flashed Miui, issue gone.

Also, if you have WiFi on, it will not send/receive
Thank you.. I have said that for some time now and most of the forums here have said that isn't true. But when I can't send an MMS, I turn WiFi off temporarily and it sends every time. Glad to know I'm not crazy.

Really? When I recieve an MMS and i'm on WiFi it'll show that it's actually using both 3G and the WiFi. :s

only thing not working is hdmi. but with MIUI and CM7 you can do more than you can with stock. so loosing hdmi isn't a big deal.
you still have not answered if you have wifi turned off when you try.

The only major thing that isn't currently working is the HDMI, and that is being worked on. Most of the issues people report are user errors of some sort or issues with 3rd party apps (which isn't the ROM's fault).
MMS has worked on CM7 (& MIUI) for a while now. It also has always worked on stock. If it isn't working for you, then it is because of something you have done. Just rooting your phone will not cause this issue, unless you messed with something weird while rooting (which would be user error, not the actual rooting of the phone).
When you got the replacement phone, did the MMS work then?What have you done (including possibly a 3rd party messaging app?) since then to your phone?
What are you doing when sending the MMS? You HAVE to have 3G enabled to be able to send/receive MMS. Some people have reported that having wifi on will make it not send (even if 3G is on as well).
People here are trying to help you, but you have to give us some more info or than saying you rooted the phone and MMS doesn't work, and asking us to solve it. Multiple suggestions have been made, and if you still are not sure what seems the best course, then give more info so we can help you better.
i use Handcent messenger... like that would really be the issue..? -.-
