Help Evo rebooting

i think that you mean that the sense launcher reloads when backing out. that is a common occurence. try and do a soft reset. so power off (you may need to disable fastboot, settings/app/uncheck fastboot. once off, wait 30 sec then reboot.
 
Don't know if this will work or not but try going into Settings>Manage Applications, Tap the All Tab and scroll down to your browser and tap it then clean out cache. If you cant do it from there you may have to download a cache cleaner to help. You could also try a battery pull leave out for a minute or two and then start the phone up again.

Maybe if that means it goes to the green HTC screen yes, if not no.
