Root HELP....How Do I Get Boost Mobile Prl......

Do a nandroid backup and have someone with the same rom etc send you there's restore it and clear off their stuff and add back yours. just a suggestion but it would probably fix your issue.
 
the network modem is in a different part of the phone. (different partition) Your rom is in the /system partition
the modem(where the PRL is located) I believe, in the "boot" partition which is completely seprate

What I suspected happened was that the PRL got jumbled for what ever reason and when you flashed the new ROM your boot partition got re-written causing your issue to be fixed.
