If you tried brotherswing advice and it's still not working then you may have to do a factory restore from the privacy menu. This will wipe all user data, so you need to back up your apps with Fast Uninstaller & Installer

It works really well. It backs up all downloaded .apks to the sd card. It also keeps every download including the old apk when you have to upgrade to a new version (You can delete any and all if you so desire). This works really well for those times the upgrade is messed up and you need to revert to an older version. It does not save the data though, just the apk.
It's a very good uninstaller as well.
I would not have mentioned it had I not spent quite a bit of time with it, and approved it.
It is the best app for backing up apk's on non rooted devices. When you open it up for the first time it will auto backup every one of your downloaded apps. It will auto backup every app right when you install it as well.

If the factory reset didn't work you might need to go to the All Things Root sub-forum/All Things Root Guide.
If your phone is over a year old you might need to root and install a custom recovery and ROM.
It could be the stock ROM is messing up, but it could also be the hardware. Try the custom ROM first.
If it doesn't help, Google How to take apart an optimus v (use a stiff guitar pick). Then see if you can clean the button contacts with Electrical Parts cleaner.
