i have flashed:

bakedsnack1.7.zip
omj_evo_2.2_froyo_v4.6_odexed.zip
fresh-evo-1.0.1.zip

Ok fresh EVO 1 is ancient, almost a year old, but your radio is new...that's gonna give issues. You want fresh go to the link in my sig and grab fresh 3.5, dowloand it, wipe boot, system, data, cache, then flash it. Should fix your problem its based on 3.70 and the new radios.

Im not sure about the others but it seems you are trying old ota roms with new radios. If you wanted a rom based on an older ota you would need to flash the corrseponding radio.

Good advice from evomattnc. I just have one thing to add - update your profile/PRL. Likely, you already had the latest radios if you got your phone this year. It doesn't really matter, though. If you flash an older ROM with newer radios, generally you'd have worse problems like the phone not even booting. It could be related to your current problems, but it might not. First, I would suggest you do what evomattnc suggested, then update your profile and PRL, especially if that doesn't fix the issue.

Thanks akaza good point I didn't ask what prl he was using. After you do what I instructed above. See if that fixed it, if it has not go to settings, updates? ( im not on froyo atm) and update your prl, it'll reboot, should give you prl 60677 or like 01115...

Is there an easy way to update profile without doing the ##code and entering your Msl...?

You can update profile from the same place you update PRL.

Actually if you get your msl (msl reader on market, its free) then go to dialer and enter ##data# then enter your msl when it asks then choose edit, then you can update the profile and prl in one swoop....

You can do it that way if you want, which might actually be necessary here. Try the easy way through the menu, firsts. If you still have issues, try this. This will wipe out your data profile, and (basically) just reprovision. Some will tell you to update PRL, first, then cancel the PRL update after the phone reboots, and finishes updating your profile.

voice messages with b delivered when data services become available.

it keeps saying that when i make a phone call.

Ok so you flashed fresh 3.5? Have you gone into settings and updated profile and prl yet? Do that now.

That's a voicemail thing, needs a data connection, can you make the phone call and the volume is ok?
