Because you seem knowledgable I have two queries:

There's your first mistake... believing that I'm knowledgable!

1. Any idea how I can re-root my Samsung SGH-I337 running Android 4.4.2; Kernel version 3.4.0-2539008 Build KOT49H.I337UCUFNI1?

Rooting the U.S. devices is different to rooting the 98% of worldwide phones and this query might be better addressed in the (AT&T) Galaxy S4 - All Things Root forum. I believe TowelRoot is the preferred method on some U.S. editions but you should really check for your particular model.

2. Once I accomplish that, could you recommend a custom ROM that is up to date? I'll have to spend a week or so reading tutorials on how to flash my ROM before I actually try it, but it's good to also read up on potential replacement ROMs.

There are, in the International forums, 2 main types of custom ROMs. The TouchWiz based ROMs that closely mirror the look and functionality of the Samsung stock firmware. Then there are the AOSP ROMs, such as CyanogenMod, that more closely resemble the basic Google Andriod, Nexus, firmware and do not have any of the Samsung add-on's.

Once again, you will need to peruse the (AT&T) Galaxy S4 - All Things Root forum to see what ROMs are suitable for your variant.

Verizon pushed the update out to my friend's phone.

When he opened the camera it said "Updating Camera Firmware."

Now the camera viewfinder is laggy/blurry as hell, and he cannot take a decent picture unless he stands still like a tripod - especially in low light. It's really just... unacceptable.

My Note 3 is still fine, but if they try to push this out I'm certainly not going to update until I know for sure other people don't get their cameras messed up by it.

I just opened my camera to the same message, however it seems to focus at the same speed as before. I don't think the camera is all that hot to start with. Low light performance sucks, as expected.

It's not the focus screen. It's the camera and viewfinder being out of sync. It's leggy and any amount of movement causes blur both in the viewfinder and the picture taken. The Note 3 doesn't have that issue, and neither did his S4 until he took that update. I checked it myself. It's real and renders the camera almost useless. I may have him do a reset, but we try to avoid that cause its his work phone and its annoying to set it back up after that.

Samsung are still issuing Android 4.4.2 updates for the worldwide International Galaxy S4 models, both carrier branded and unbranded, rather than the, some say flakey, early Android 4.4.4 releases that some U.S. minority variants have received. Android 5.0 Lollipop release for the International, i9505/i9500

I suppose the big question that most S4 users are asking themselves is, "When will the Lollipop firmware start rolling out?"

At this stage, I doubt if even Samsung could give you an accurate date as Lollipop has only just been released on one firmware, Poland, for the S5 so far and that has just had a, "bugfix", update, see, here. EDIT: 2, "bugfix", updates, now.

What we do know is that Samsung intend to bypass Android 4.4.3 and 4.4.4 and go straight to Android 5.*, Lollipop, (5.* = 5.0, 5.0.1 or even 5.0.2). Therefore, the best guess, based on previous releases, will be a roll out to the S4 beginning sometime in late February or March 2015.

"The calm before the storm", as Galaxy S4 owners await the release of Android 5.0 for their devices. Make no mistake, Lollipop is one of the biggest things to happen to Android since its release. Nearly 100 hundred firmwares have been released on the Galaxy S5 and there have been no major problems, so far.

I started this thread nearly 10 months ago with the sentence...

"There can be no doubt that one area that Samsung excel at is their policy of continual improvement and updates to their firmwares."

As a random example, I chose the unbranded German release OXA, in #1.2. In the last 10 months it has had 6 releases of Android 4.4.2, 5 of which were, "bugfix", updates to address any problems. Even the tiny Grand Duchy of Luxembourg, mentioned in #1.3, has received 7, 4.4.2 firmware releases in that time. So, I do not think that there can be any doubt about Samsung's commitment to improving their firmware.

Before anybody says, "Rubbish, I've only had, 0, 1 or 2 updates", please have a look at whether you are running a medium or heavily carrier branded model. Samsung pass on all their updates to carriers and it is up to those carriers whether they spend the time, effort and money to incorporate their apps, add-ons and modifications. As we can see from this thread, some do... some don't!
