the rom??? if you flashed it already there is no need to keep it on the sd card

lots more options, lets you make a backup of the sd card partion with the apps on it if your running apps2sd

Say can I download Apps2sd while rooted? Or should I have gotten it b4 I rooted?

Apps2sd is already part of many ROM's, such as Fresh 1.1. You still have to partition your SD card, but no need to download it if you installed a ROM that has it already.
