This all so wrong — NOBODY is holding up OTAs for Cupcake, because Cupcake is STILL PRE-ALPHA. It is the name of the code line that is currently in development in the open-source repository, but it is not yet even feature complete. There have been no announcements about it being released, the only announcement was about putting the code in the open-source repository for public work to happen on it and the major features being done there.
It is extremely unlikely for any “Cupcake elements” to be pulled back into some early release, because since Cupcake is not feature compete, these features ARE NOT COMPLETE!
I don’t know where you got your information from, but in the future you might want to be a lot more skeptical about whatever you hear from this person. This is all just a mish-mash of half-truths and no truth at all.

Its difficult to argue with you as from what I understand you are part of the Google Android team.
I noted your and Mark Murphy’s concerns in the post previous to this, but reports from HTC state Cupcake elements are ready for the G1 and only relies on T-Mobile porting & distributing it.
Can you publicly present FACTS especially counter to what T-Mobile support & internal communications are stating???
