The North East of England were asked if they wanted an 'assembly' and they said 'no'.
I used the term 'state' as in something that's made up of counties but not the entire nation - not as a nation state like Luxembourg, or Monaco etc. I don't really see England, Scotland, Wales and Northern Ireland as separate 'countries' though that is how they are referred to. I'm British - I never refer to myself as English though that is what I am.
