Do you have automated external defibrillators in public places (a portable electronic device that automatically diagnoses the life-threatening cardiac arrhythmias of ventricular fibrillation and ventricular tachycardia in a patient, and is able to treat them through defibrillation)?
They tell you step by step what to do. Every nutcase can do that.
I think in Europe, AEDs are fairly common, certainly seen notices for them in railway stations, airports, shopping malls, factories, offices, etc. I've yet to see evidence of one in China though. I think even staff training in basic first-aid is rare as well here.
I thought of this, because I was in the local department store yesterday, where I'm known, and one of the security guards beckons me over, and there's an associate laying on the floor, she was making a lot noise and was clearly in distress. I'm really the only westerner here, who's known to many in this city, They assumed I might know what to do. Everyone was just standing around. Fortunately I do, and deduced it was very likely a sprained or twisted ankle. It wasn't life threatening, but call 120(medical emergency number) and get an ambulance. I had first-aid training for various jobs when I was in the UK, but I'm not certified for anything now. I don't think the department store has anyone formally certified in first-aid, not even sure what the law is about that in China, or if it's enforced or not.

I've had CPR training about 8 years ago, on a doll, never done it for real though, I've refreshed myself by watching training videos for it.
