Yes that has been the case for weeks. UK and US Dev's can submit their paid applications to Google marketplace but only people in the US are currently allowed to see and buy.

So the G1 is an Android phone done by Google, but they can't supply the software for it yet, but other devices not based on Android already have it.
Now wouldn't you think for a phone they collaborated with they would actually put the new features on that phone before other phones
update - the simtoolkit is listed in the list of applications under 'application management' but you can't access it, nor is it listed in the main apps
