What you need to do is install it as a system app, and to do that you need to either do it through ADB/terminal emulator, OR just use something like Root Explorer, etc. to move it to /system/app, reboot, and then go back to it from Root Explorer, etc. and open it (which should start the package installer, you SHOULD then be able to install it as a system app since the Android media scanner recognized it on boot), see if that works.
...If not, it's the obvious reason...files within the APK are designed for certain OS versions (lib, dex, db, data, cache files, etc.). I've tried installing gingerbread apps on FroYo ROMs before. It almost ALWAYS comes up telling me "There is a problem parsing the package".... to which I then throw out a good "F*CK YOU!!!" to my phone.
Like i said, APKs are usually designed with the operating system, phone type, screen resolution, ALL that crap in mind. Using a system app from another, different ROM is like throwing Charlie Sheen into an A.A. meeting; it won't know what to do
