It means that you can't flash the zip file with CWM Recovery it is working only on Stock ROM's recovery mode and after that you can do whatever you want.

You will open in Superuser and under preferences you will find information about your root. If you see SU binary v3.0.3.2 that mean you are rooted.

Yes. Rooting is about permissions on your device file system, the network sim lock is quite separate.

Run first the c.c.b.s.fv2 zip in recovery and then try to root.

But if you try to root fisrt and nothing happend then it goes like this:.

1. Unroot v4
2. c.c.b.s.f v2
3. Root v20
