That wont change anything.
I see yet another Android user has run into Google's draconian geographic restrictions. Been there, done that. Sure it works on your ISP and or carrier. I can give myself a United States IP address no problem at all, but as soon as Google smells anything China Mobile or China Unicom or anything People's Republic, that's it game over.
...basically you get Google Play for the country you happen to be in regardless of your IP address, credit card and billing address....unlike Apple or Amazon.
