I've actually been running my CPU at 1.3GHz and its buttery smooth there. I need to benchmark the CPU on that since my Nexus 10 runs at 1.3GHz as well, and compare the snapp vs the Exynos.
I've had experiences with desktop CPUs where processors clocked at a lower frequency outperform those overclocked to a higher frequency.
I'm thinking that if one did overclock this processor to 1.7 it may or may not perform as well as 1.5 1.3 or even 1.2?

TESTIFY!!!!!
As i do with my cars, i've been OC computers since 1991 when my HD was a whopping 5mb and my memory was a DIPP 'dual inline pegged package'. Now days i run my water cooled i7920 at 3.8Ghz and i must say i have experienced this myself. There is usually a sweet spot and anything outside of that can deteriorate performance. Chips must be 'selected' with the right S-spec 'manufacturing location, batch, date, etc...'. If your lucky you get a golden chip that could make grandma run fast. I went through 4 SLBCH core i7's before i hit on this one. Unfortunately we know nothing about the chip spec in our devices. Not knowing enough about the chip in our devices makes it risky to dabble with OC. It could be a pricey mistake and i just don't know enough about these chips..... YET
Dibble's Nibbles: Nexus 10 "Epic Citadel" BenchmarkingI got my FX 8350 at 5.GHZ. I love oc'ing.
I think this phone can do 1.7GHZ and you would see a boost. I've seen the GS2 get 1.7GHZ {http://www.youtube.com/watch?v=ER3ZZMXe-mk}
1.8GHZ {http://www.youtube.com/watch?v=HNa4SkbOIdg}
Just some benchmarks using Epic Games's "Epic Citadel" benchmark on my Galaxy Victory. I decided to benchmark as low as 918MHz.
OS: Android 4.1.2 Stock
Kernel: Redspot
All tests: Epic Citadel
Settings: "Ultra High Quality"
Rendered resolution: 100% (800x480)
CPU: Qualcomm Snapdragon S4
GPU: Adreno 225
CPU 918MHz - 31.4 FPS
CPU 1.026GHz - 37.1 FPS
CPU 1.134GHz - 37.9 FPS
CPU 1.242GHz - 40.4 FPS (Default Factory Setting)
CPU 1.35GHz - 39.6 FPS
CPU 1.458GHz - 42.2 FPS
CPU 1.512GHz - 40.7 FPS
As you can see, performance doesn't degrade until well below the factory defaults, nor do you gain much from being above defaults.
Ok.

I'm not sure if it's the kernel or the root I did but now when I go into my camera to take pictures, I click on it & it takes forever to take it then it works sometimes but then again it doesn't. This never happened to me before root so I would like to know what caused that?

Yeah. Its not a tremendous performance boost.
I'm actually not sure, but I've had other, much slower devices (*RISE*COUGH*COUGH*) do the same. Maybe hte CPU is seeing heavy usage.
Can it be the CPU? I have "no frills CPU Control" & its set on Min. 1.35gHz Max. 1.35gHz
hmmm!!!
reading on some of the specs it says 'up to 1.7Ghz'
ok yea, i'll look into it,,, no promises but we'll see
sending MMS not working... tried in stock app and go sms pro.
It removes the cap from the processor... The Victory is capped at 1.2 ghz... This uncaps the process to run at 1.5 ghz...
