My guess is that he took the background and went into photoshop or something and put the text where he wanted it...then he just used clear icons over top of them. then used minimalistic text for the battery and time. seems fairly easy to do, but it sure looks Awesome. and is really unique.

Yes, I did use Gimp to create and rotate the different fonts I wanted to use, and then layed them onto the blank wallpaper. No clear icons, but did use Minimialistic Text to place a VERY small non-invasive punctuation mark on or very near the applicable text so I could setup my needed shortcuts. The phone and the App bag were of course dragged onto the landscape in the same way.
Yes, this screen wasn't that difficult to do....just a little time. The screen below was a bit more challenging however.
