DT a2sd is a program that takes your apps and moves them to ext partition of your sdcard. It was made to give you more space for apps then the default amount of 512 I think it is on the HTC EVO
To add just a tad more to argedion's post, most custom roms for the Evo4g have it baked into them. Of course, in order to fully utilize DTa2sd (Dark Tremors a2sd), your card needs to be partitioned as argedion said.
That can be done in recovery. But just be aware, that partitioning a card will format the card in the process.
How partitioning works is, to me complicated and how DT creates a symbolic link for the apps on the partition is a little over my head, but I know it works.

dt is actually a script that can be used to move apps to the sd card. now this is different then apps2sd which was first introduced back in the froyo days. now the main difference is that apps2sd only moves part of the app. you will still have the major part of the app still on the phone. with a2sd which is what dt is, a symbolic link is created telling the phone where to look for the app on the sd card. now because it is on the card, having a higher class card(which translate to read and write speeds) will make the performance of most apps smoother then on lower class cards.
if you are going to use dt, you will need to have your card partitioned. i would recommend either 1g to 2g ext3 partition and either a class 6 or class 10 card.
