Ok, I solved this with some help from Microsoft contributor on answers.microsoft.com.

When you put a rule on incoming mail and move it into a folder, you get NO notifications in Android outlook app, or any other email app EXCEPT for gmail which uses labels. You can setup the particular label to send a notify event on the phone!
So to resolve this problem and still use Outlook android app, I created a new outlook.com email account just for ContaCam to send motion detection videos to. You have to go thru the 2 step authentication process to create an app password, and add the new email account into Microsoft authenticator on the android phone.
And Outlook app keeps every account separate, so you must go into the app settings and set notifications to what you want for each account. I want sound, popup and vibrate, so I turned on everything in their I could find for this.
I would have liked to use gmail, but it can not play animated gifs on my phone. Outlook gives you the choice of a default player, what works is gallery or photos. Gmail you have no choice of a player except what the programmers give you, your stuck, so it would not work for me.
