not all phones are rootable. you need to do your research at https://www.xda-developers.com/. this is where developers will publish their goodies. on there you will find ways to root devices, flash custom recoveries as well as flash custom roms. if there is no forum, then that means there is no development community supporting your device.Hi, everyone am new here and I have hopes of getting helped out than other forums I have visited

I will look, why the app isn't available for your devices.About testing your app, I'm seeing "This app is not available for any of your devices" in the Play Store for your app. My devices registered with Google are Samsung Galaxy S7, Samsung Galaxy Note20 Ultra, Huawei Mate10, and Google Mbox(T95 Android TV box).

@puppykickr bro there is no advanced menu option settings>advanced in android 5.1.1 lolipop and android 6.1 marshemellow in my devices is there any way to activate from developer option or in rooted phone can it be activated from adb shell commandsSettings

So it shows the apps you've restricted background data access for at the top of the list. That's all. Maybe the software designers thought that for some reason it was important to let you know which apps you had restricted background access for? Personally I'd think it more important to warn you which ones you haven't restricted, but I don't have Google's mindset.
But if you know that Game Booster (a name that would have me looking for the uninstall or disable buttons, as all "booster" apps are invariably junk) has only used 10kB you now know how to check their data usage, and if you don't use these apps much it's no surprise that they aren't using much. So I don't see any problem here myself.
NICE!!!!!!!!!!!SOLVED Thank you, must have been volume up & down getting pushed together. I removed the case and and I got to the recovery screen ok.
